What is the Compliance Module?
The Compliance module ensures your organization, suppliers, and products meet the regulatory and certification requirements of GCC markets. It tracks certifications (ISO, Estidama, Civil Defense, Municipality approvals, SASO), monitors expiry dates with automated alerts, and manages country-of-origin restrictions that apply to government projects. For GCC-specific requirements, the module handles preferential duty treatment for goods originating within member states and calculates Emiratisation/local content percentages for projects that require ICV (In-Country Value) reporting. By centralizing compliance data, the module eliminates last-minute scrambles during tender submissions and supplier audits.
How It Connects
| Direction | Connected Module | Relationship |
|---|---|---|
| Out --> | Tenders | Compliance certificates are validated during bid completeness checks |
| Out --> | Suppliers | Supplier compliance documents (trade license, ISO, insurance) are tracked and verified |
| Out --> | Products | Product certifications (CE, UL, SASO, Civil Defense) are linked to catalog items |
| In <-- | Projects | Project requirements define which compliance certifications must be in place |
| Both | Documents | Compliance certificates are stored, versioned, and linked across modules |
Step-by-Step Guide
Certification Management
- Add a certification -- navigate to Tenders > Compliance > Certifications > New. Select the certification type and the entity it belongs to (your organization, a supplier, or a product).
- Enter details -- fill in: certification body, certificate number, issue date, expiry date, scope description, and upload the certificate document (PDF).
- Configure alerts -- the system automatically sets expiry alerts at 90, 60, and 30 days before expiry. You can customize these intervals in Settings > Compliance > Alert Intervals.
- Track renewal -- when a certificate is nearing expiry, the system creates a renewal task. Update the record once the renewed certificate is obtained.
- Link to tenders -- when preparing a bid, the completeness checker automatically verifies that all required certifications are valid. Expired or missing certificates are flagged.
Country of Origin Management
- Navigate to Compliance > Country of Origin.
- Define restrictions -- add country-of-origin rules for specific clients, projects, or tender requirements (e.g., "No products from [restricted country] for [government entity] projects").
- Map product origins -- in each product record, set the country of origin and manufacturing location.
- Validate compliance -- when creating a PO or preparing a tender, the system cross-checks product origins against applicable restrictions and flags violations.
GCC Preferential Duty Treatment
- Mark GCC-origin products -- in the product record, indicate if the product qualifies for GCC preferential treatment (manufactured within a GCC member state or meeting local content thresholds).
- Generate certificates -- when shipping between GCC countries, the system identifies products eligible for preferential duty rates and assists in preparing the GCC Certificate of Origin.
- Apply duty rates -- the Shipments module automatically applies preferential duty rates (typically 0% or reduced) for qualifying goods.
Emiratisation / ICV Reporting
- Navigate to Compliance > ICV Reporting.
- Select the project -- choose the project or contract requiring ICV calculation.
- Enter value breakdown -- input the local content value components: local labor, local materials, local services, and locally manufactured goods.
- Calculate ICV percentage -- the system calculates:
(Local Content Value / Total Contract Value) x 100%. - Generate report -- export the ICV report in the format required by the client or regulatory body (ADNOC ICV, NIP, or custom).

Tips & Best Practices
TIP
Build a compliance calendar by exporting all certificate expiry dates to a shared calendar. While the system sends automated alerts, a visual calendar view helps management see the full compliance landscape at a glance during quarterly planning.
WARNING
Expired certifications can disqualify your bid from government tenders instantly. Many GCC government entities verify certificate validity at the time of bid evaluation, not just at submission. Ensure all certificates referenced in any active bid remain valid through the expected award date.
TIP
For SASO certification required for Saudi Arabian market entry, begin the process at least 3-6 months before you plan to ship products. SASO conformity assessment involves product testing, factory audits, and documentation review that cannot be fast-tracked.
TIP
Maintain a compliance requirements matrix for your top 10 clients or issuing entities. Each entity has different requirements (some require ISO 45001, others do not; some accept CE marking, others require SASO). Having this matrix pre-built saves hours during bid preparation.
WARNING
Country-of-origin restrictions on government projects are strictly enforced and can change with limited notice due to geopolitical developments. Review the restrictions list monthly and validate your supplier and product origin data before every tender submission. Non-compliance can result in contract termination and blacklisting.
TIP
For ICV/Emiratisation reporting, start tracking local content from the beginning of the project, not at the end. Retroactively calculating local vs. imported content is error-prone and time-consuming. Configure project-level ICV tracking when converting a won tender to a project.
FAQ
Q: How do I know which certifications a tender requires? A: When you add a tender, the Requirements tab lets you list all required certifications. The completeness checker then cross-references this list against your active certifications and flags any gaps. Common requirements by entity type are also suggested based on historical data.
Q: Can I track compliance for my suppliers? A: Yes. Each supplier record has a Compliance tab where you can add their certifications (trade license, ISO, insurance, etc.) with expiry tracking. When a supplier is included in a bid or PO, their compliance status is verified automatically.
Q: What is GCC preferential duty treatment? A: Products manufactured within GCC member states (UAE, KSA, Bahrain, Oman, Qatar, Kuwait) may qualify for reduced or zero customs duty when traded between member states under the GCC Customs Union agreement. The product must meet rules of origin criteria (typically a minimum percentage of local value added).
Q: How is ICV percentage calculated? A: ICV = (Local Content Value / Total Contract Value) x 100%. Local content includes: salaries of UAE nationals, goods manufactured in the UAE, services provided by UAE-based companies, and other locally sourced value. The exact methodology depends on the client's ICV framework (ADNOC, NIP, or custom).
Q: Can I set different alert intervals for different certification types? A: Yes. Navigate to Settings > Compliance > Alert Intervals. You can set custom intervals per certification type. For example, ISO renewals might alert at 180/90/60 days (since the renewal process is lengthy), while trade license renewals alert at 90/60/30 days.
